I have just purchased a second hand CP650 and was wondering if anyone knew where i could get the installation manual and software from?

I would recommend a Dolby Cinema Products dealer. I like the guys at Entertainment Services in Brisbane and they'd help you out, but there's also Edge Digital in Miranda.
Current version software for out-of-warranty units (software warranty is 2 or 3 years?) costs a bit, US$50.00 list prices I believe, since it adds features and some of them are nice to have. I don't think they are necessarily cumulative though, possibly if you want adjustable sound delay time (to sync to a digital image) that's one upgrade and if you want 7.1 that's another.

Like all software, the newest one is not always better. If your unit is functional and you are happy, then leave it alone. Reminds me of the CP-500! Louis

Installation and user manuals available on this site. Go to Dolby.com or dolbysecure.com and sign up there to download the software and manuals. You can contact Dolby from either site and probably just ask for it.
