I once had the same problem, which was solved by running the unconfig script as described in this video, and selecting "Revert show manager settings" only - answer "no" to the other three questions. The Show Manager front end came up after a reboot.
Note that if you do this, it'll do as it says, e.g. if you've changed the default passwords in Show Manager, they'll go back to default, if you've created any custom cues for serial automation, they'll also have been nuked, etc. etc. Your ingested DCPs and KDMs should still be there, though (as long as you don't answer yes to the "Clear the content?" question while running the script).
Please also note that trying this is at your own risk, etc. etc. No responsibility taken if it doesn't work or even makes your situation worse. All I can say is that I was advised to do this by Dolby's phone support tech when one of my DSS200s did the same thing, and it solved the problem.
