You need a setup or admin account to do these changes in the network tab: 'Configuration->System->Network

You can not access projector macros externally through an automation, if that is what you are asking for. If you are referring to these EEC macros, these are network automation commands you can send FROM the Sony to external networked devices (e.g. audio processors). They can be set up in the same network config page where you can change the network configuration.

You would not need to set up EEC command to control a CP750 - the S10 has a control library activated for a CP750 per default. You only need to configure the CP750 IP address unter the same network tab.

You should try to dig up the installation manual and read through it, it has all these aspects covered.

You need to talk to GDC then. The only way to do it without direct TMS support is to build these cues into dedicated short automation-only playlists and run these from the TMS.
These remote Cues of course do exist, as the S10 uses them towards the projector network interface. But looks as if GDC did not implement them so far, or didn't get along with Sony about it.
