Is there a way to force CC to display on screen like OC? We've started running some OC showtimes for the deaf community, but movie previews aren't available in OC. I'm trying to find a way to project the CC on screen during the previews.

I don't understand the restrictions of OC/CC for previews - but Doremi servers can be configured to render ClosedCaptions (if present in a DCP/CPL) on screen if you enable the serverside subtitling (as opposed to the standard projector side subtitling). This is a unique feature of the classic Doremi servers and their Dolby branded successors.

If you use a different server, you are out of luck. It would be possible to build a closed caption display for open caption presentation (like e.g. a non-mirrored rear view display). Don't know if something like that is available.

Are you sure? We used to receive them all the time, but they were encrypted. I'd guess we stopped receiving them when we switched satellite delivery from Thingest to DCDC.
