Either there is a weird placement of the cue-marks or someone has been chopping away at the feet of this film. On all reels the cue-marks appear around 16 frames from the end of the reel instead of 24.

Hand-scribed cues may not be in the positions prescribed by standard SMPTE 301M. Printed cues that close to the last frame would likely show some frames have been lost.

Yes they were printed cue marks so some frames must have been lost. Luckly it sounded ok.
