Changeover houses beware! The second cue is in the black fade and hard to see. Platter houses- there is no reference frame line at the end of reel #3. Make your cut 20 frames after the last frame of cue mark, or you will cut analog sound, or have repeat sound.

Yes ther is a mark for referance. You must hold the film up to the light and look for it. That is if you have a light.
