David - yes, that's right. Apparently the rules say that in a commercial (as distinct from editorial comment or fictional representation in a programme), you can't say anything derogatory about a specific, actual person, unless you have their permisson. The producers of the ad were therefore told that if President Bush OKed it, then they could broadcast it. They then asked if the same principle applied to Saddam and Bin Liner, and were told that it did! Here is the full story.

Perhaps the president was trying to do some video editing by adding digital effects via a "Video Toaster?" [Smile]
