This seems to be kind of a dumb system. Why not induct all the historical films all at once? Then annually add new ones, maybe not current films since things need to be judged in the context of time, but maybe each year add the ones from 5 or 10 years ago plus any older films that they changed their mind about. The present system makes little sense except the PR value of a press release.

I once read that its done this way because they can only handle the preservation(done properly) on a certain amount of film per year. It has to do with budgets, man power, and things like that.
Just indicting all historical films at once would require an army of preservationists and a warehouse the size of McCormick Place.

Exactly. This scheme is really a system whereby the limited money and manpower available for serious remedial preservation and restoration work are focused on a rolling programme of priority titles. If I understand the system correctly, the films are not just chosen for historical importance per se, but other factors are also taken into account, e.g. the existence and condition of surviving elements.

Glad to see Duck and Cover has made it into the Hall of Fame: Bert the Turtle can now keep Gus Visser and his singing duck company!
