Can anyone recommend fairly simple GIF animator software for PC (XP)

You can still get Microsoft's GIF animator off the Internet. It's pretty basic, but free. It's an old program, but since it can run on Win2000 it should also work on XP. Just do a web search and you'll find a number of different places where you can download it.

Ulead GIF animator is pretty decent, but not free. Same goes for the GIF animator that comes with Corel's Paint Shop Pro.

The best GIF animators are those built into Macromedia Fireworks and Adobe Photoshop. They have all the capabilities of the more affordable programs, but also have the more capable toolsets of their host programs at disposal. I'm kind of surprised Adobe has continued to develop Fireworks after the Adobe-Macromedia merger, but a new version is included in the new Adobe Creative Suite 3 Web Design packages.

Macromedia Flash, Adobe After Effects and Premiere Pro can export animated GIFs. But using those programs for GIF work is sheer overkill.
