My next door neighbor is a Wrestlemania fanatic, a real nut case. As far as I can determine this show is strictly pay per view but he's telling me that it is available to theaters on some sort of pay per customer deal. Anybody know anything about such a deal?

WWE's "Pay-Per-View Theatre Network" has been doing this in Canada for some time. Famous Players and Cineplex Odeon have been involved.

Can't find anything specific about the US market, though it would certainly make sense to do it here too.

When I was running film at the Promenade Cinema 14 in Sioux City, IA, we used to show all of the WrestleMania events on the screen. I'm not sure of the specifics but I know that we had arranged a deal with the local cable office. To my knowledge, they still do this for every event.
