The Price Line Negotiator or the negotiator from the movie The Negotiator? - I vote for Shatner. Especially since he had that arm wrestle lock on his secret bunker's door. Plus he sings too.

I think Shatner is a better comedic actor than he was a straight actor during the "Star Treck" years.

He was a noted "straight actor" before Star Trek. I saw an interview where he said that for Star Trek he just had decided to try to get every ounce of possible emotion out of scenes (which created the overacting bit)...
