Pictures here: web page quote: HOBOKEN — Two days after Sandy’s powerful storm surge inundated the PATH system, Tom O’Neill found himself in a police boat, navigating inside the dark, flooded rail tunnel serving Hoboken. The intake valve for the tunnel’s main sump pump, clogged by flood debris, was covered by at least a dozen feet of water and impossible to reach.
