Need help to I.D. 1970's police/detective show

Fred, the talking cockatoo, was Batetta’s bird.

I used to watch that show, as a kid, just to see Fred.

There was Starsky and Hutch. Series was shot in the seedier parts of Los Angeles which we seldom saw on Adam 12. Aaron Spelling produced it. The station they worked out of was seedy looking.
