    These are two separate problems - getting the server to power up, and then restoring the BIOS settings. If, after shorting those two jumper pins (you need to do this while the power is connected, so be very careful not to touch anything else), it still won't wake up, you do likely have a bad power supply. If there are no LEDs lit up on any of the boards, or any other signs of life (e.g. a fan runs briefly after power is applied), that would suggest a bad power supply.

    Once you do get it running, entering the BIOS settings is usually done by repeatedly pressing either F2 or delete as soon as it's powered up, depending on the model of motherboard. You do this until you see a menu screen. Once you get to that point, set the time, and then the other settings per Steve's screenshots.

    Not sure if you need to set the time to your time zone, or UTC (again, it's so long since I've had to do this). Try local time first, and if the DSP100 won't connect, UTC.

      On ALL Dolby DSS servers, the BIOS clock is UTC 0.00. Also, for Dolby BIOS, it is the DEL key that one has to hit repeatedly to get the BIOS screen to come up.
