    I have had gen-1 CCBs fail like that (just had one about 3 months ago do that...without changing anything). It will definitely boot...though VERY slowly without an SDI or IMB in the slot (takes about 5 minutes for it to "give up" talking to the SM. It will be a blinking green taillight during this and a solid green when done (the SM is what sets a red taillight). If you have one, bring an SDI with a charged enigma with you as that will allow a faster boot up.

      It had an SDI with a charged Enigma in it in the first place, and even after putting it back, the boot would not complete (the longest I left it for was around 15 minutes). The CCB will answer a ping: the ones that failed totally I've seen in the past have not.
