The free cinema-catcher-app, tho not a TMS, has a few tools in it that would make running a small site easier.

Cine Digital Manager (out of France) has been popular with smaller independents. It features a 1-time fee based on screen count.

GDC's TMS-2000 is another affordable TMS system but with an initial fee (based on screen count) and a recurring low-cost bi-annual fee.

I would add Arts Alliance Media ScreenLighter (up to 4 screens), affordable and quite robust. With less hw requirements than Screenwriter, very reasonable yearly fee based on screen count.
I've installed the first system in Europe one year ago and my customer is (still) very happy.
