We have a small community mixed use theatre in rurual Nova Scoita that shows 3-4 movies per week. We would like to improve our experince by adding 'Comming Soon' and 'Feature Presentation' video bumpers. Are there any that are freely avalible without any lisensing fee?

If you or somebody you know has animation software like Blender or Maya you can create your own snipes then make them into DCPs with DCP-O-Matic.
With a couple of weekends worth of work you can have your own custom snipes and you won't have to worry about copyright royalties or anything like that.
